New homeland-security rules have boaters seeing orange


Sailors are skipping summer trips to Canada

Fearing that a little-known provision of the nationís new homeland-security rules could leave them high and dry in Canada, some local boaters say they will skip excursions across Lake Ontario this summer.

The policy, which has not been well-publicized, would require pleasure boaters entering U.S. waters to report in person to U.S. border officials during times when the nation was under Level Orange on the terrorism threat scale. Currently, the nation is at the milder Level Yellow.   more...
