There is a good reason to explain why nobody lived in Las Vegas before the casinos were constructed. It's a desert. To paraphrase Sam Kinison, "see this Haji, it's sand. What's it going to be in a hundred years? Sand! Pack your shit, we'll make one trip and take you to where the water is". The "k" (carrying capacity) of the desert is very low.
